"Low Bandwith Mode" effectively stops the heartbeat, however there are
some issues with using it.
If your sensors are dropping packets over a WAN to your SP, and you
believe "Low Bandwith Mode"  might help the network congestion, you
should really open an ISS support request so that someone can help
evaluate whether this will actually help your situation, and to explain
the side-effects.
