[suse-security] Yast2 deletes root

Verified on 2 Systems SuSE 8.2

Yast Verion:
yast2-users-2.7.20-15

Problem:
For some reason there are 2 root users on a system, e.g.
root
emergency

If one creates a new user with Yast 2, root will be deleted.

Solution:

This error was discovered first in July 2003
