It may not be a firewall rules problem. ipchains may not be enabled. It is
also possible that the echo responder is not enabled.

Looks like you don't have any rules, but it also doesn't make any sense
that if ipchains is working you then wouldn't have any packets.

Make sure you've got the ping service enabled on the box you're trying to ping!
