I'm using OpenSuSE 10.2, & in that it's under yast -> security -> sudo

The entries you want (using visudo) are:

- Comment the lines 
## Defaults targetpw
## ALL ALL=(ALL) ALL

- Uncomment the lines
%wheel  ALL=(ALL) SETENV: ALL
